Update to Refunds/Returns on VCC

We are making an update in our system on how refunds/returns are handled on VCCs. Currently when you get refunds/returns the funds are not being added back to the available balance on the VCC . We are looking to make a change to update the available balance on the VCC when there is a refund/return. The target for this update is the November 16th release.
